We all carry our mobile phones with names & numbers stored in its memory but nobody, other than ourselves, knows which of these numbers belong to our closest family or friends.
If we were to be involved in an accident or were taken ill, the people attending us would have our mobile phone but wouldn't know who to call. Yes, there are hundreds of numbers stored but which onis the contact person in case of an emergency? Hence this "ICE" (In Case of Emergency) Campaign
The concept of "ICE" is catching on quickly. It is a method of contact during emergency situations. As cell phones are carried by the majority of the population, all you need to do is store the number of a contact person or pers ons who should be contacted during emergency under the name "ICE" ( In Case Of Emergency). The idea was thought up by a paramedic who found that when he went to the scenes of accidents, there were always mobile phones with patients, but they didn't know which number to call. He therefore thought that it would be a good idea if there was a nationally recognized name for this purpose. In an emergency situation, Emergency Service personnel andhspital Staff would be able to quickly contact the right person by simply dialing the number you have stored as "ICE."
For more than one contact na me simply enter ICE1, ICE2 and ICE3 etc. A great idea that will make a difference!
Let's spread the concept of ICE by storing an ICE number in our Mobile phones today!

Christie Wilson
The Disappearance of Christie Wilson (titled "The Biggest Gamble") will re-air on CBS' 48 Hours Investigates next Saturday, December 22, 2007 beginning @ 10 p.m. EST. Christie Wilson vanished from a Thunder Valley, CA casino on Oct. 5, 2005. She has never been seen again. The man she was last seen with would later be charged with her murder and then convicted without Christie's body ever being located. Please forward this to anyone who may be interested in seeing this. This case along with several others proves that criminal cases without a body can be won in a court of law.

WilmingtonNC – The CUE Center for Missing Persons is teaming up with N.C.C.E.R.T. (North Carolina Canine Emergency Response Team) a non profit search group out of Apex North Carolina to lend support for a worthy project. The project goal is to raise $16000.00 dollars to purchase a much needed under water sonar equipment used to locate missing persons. This piece of equipment has a total cost of $32900.00 and N.C.C.E.R.T. has acquired a matching fund of $16000.00the deadline to raise the money to match this fund is December 162007 or the fund must be forfeited.
The CUE Center has a large volunteer network of professional search teams that aid in the search for missing children and adults across the nation they have been helping us unconditionally in our efforts and now we want to give back, said Monica Caison CUE’s founder. This equipment will be used to help future cases of the missing and will be a valuable resource to law officials and others that may not have this advanced technology. A lot of agencies have scan sonar but not of this caliber – it is amazing what this instrument can see underwater and locate we are confident in this team’s use of the equipment and training for future successful searches.

Justin Gaines
Justin Gaines visited a night club in Gwinnett County GA on November 1, 2007. Justin was unable to find a ride home on this night and then he seemed to have vanished without a trace. Various searches have been conducted for Justin by Texas Equusearch, but it is believed that Justin's friends may know more than they are telling. Their reluctance to cooperate with Gwinnett County Police is causing the case to stall. I'm asking each of you to please pass along Justin's website link to all missing persons forums and blogs. Healing Harbor
Families of the Missing: Don't forget to take advantage of Project Jason's free Healing Harbor benefit! This is even more important now as we head into the holiday season, traditionally a difficult time of year emotionally for most families of the missing.
Healing Harbor is a free service provided to families of the missing by nonprofit organization Project Jason and Duane Bowers, LPC.
Families of the missing suffer a unique tragedy, one with which many professional counselors do not have the training or experience to be able to properly service their clients. In addition, many families do not have the financial means to seek professional counseling. Duane is one of the nation's most qualified counselors in regards to issues faced by these families, and we are honored to have him with us to answer your questions.
Healing Harbor can provide answers and assistance on a variety of emotional issues that effect family members of missing persons. This assistance may provide the boost needed for that family member to deal with and adapt to the situation without seeking counseling. (Please keep in mind that Healing Harbor should not be viewed as a substitute for individual, private counseling if needed.)
Families of the missing who elect to participate in Healing Harbor are invited to post their question to Duane in our private forum area. These questions may cover any topic of interest in respect to emotional issues that relate to having a missing person in their life.

Understanding fear of change as it relates to having a missing person in your life

Viola
One of our heroes needs our prayers. He's Jim Viola, husband of missing Patricia Viola. She's been missing since February of 2001 from Bogota, NJ.
Since her disappearance, Jim has rallied to the aid of other families of the missing, using his skills and talents with the computer and internet to make them audio/video presentations, offering them advice and support and much more.
With the exception of another family who testified at the senate hearing, Jim has single-handedly run the Campaign for the Missing in the state of NJ. If successful at passing this bill, thousands of present and future missing persons cases have a better chance of being resolved.
Jim (and the NJ lawmakers) need your prayers. This bill, named Patricia's Law after Jim's beloved wife, is currently in committee. The committee needs to place the bill on the senate agenda by 11/19 to then be voted on by 12/13.
If unsuccessful, Jim will need to begin anew with his effort in 2008. If successful, NJ will join CT, IN and OR as other states passed through Project Jason's Campaign for the Missing this year.
The people of NJ (and all states without it) need this bill passed. Jim has made such a tremendous effort in educating the NJ senate and the citizens of NJ about what's missing with procedures to help find our loved ones.
I ask that for those of you who pray, to join me in hope and prayer that Patricia's Law will be passed in 2007.

What advice would you give for 'new parents'
In this day and age of fast paced communications, electronic gizmo's, and a home environment that often requres both parents working to make ends meet; child rearing can often become a 'monumental' fright that often leaves one feeling ~ overwhelmed ~ and quite often * driven to banging one's head against a wall when life seems to be concentrated on one small circle filled with 2 a.m. feedings, constant diaper changes, and that ever present 'colicky sound' that every parent fears.
Yet those first few moments; in the silence that is often times shared between a new mom and dad as mom is holding their newborn child in her arms.....is a moment that will be treasured throughout the child's life.
For every time the * wee lass or ladd * produces that smile that says 'I Love You' those first few moments that you and your loving wife or husband spent in that sterile white room all comes cascading back to remind you just how much! that child means to you.
Yes, this man realizes there are going to be times when your ' little angel' will have you beating your head against a wall wondering " What did i say" or " What did i do to deserve your anger"...but those moments.....like life itself...soon dissappear. As time will always march on. Then one day; you and your spouse will awaken to a day, when your little baby is getting married/moving away. And yes, sometimes we make light of the situation by issuing the 'good riddance' line..as my father did ..but deep inside.....we know that we'll miss those moments spent striving for those single three words...... I LOVE YOU!
What advice would i give to new parents....
Patience!
Above all; when forming the basic foundation that we all base our lives upon; patience is one of the main building blocks. For with patience comes understanding. Understanding another's point of view; even though it might differ from our own, for each human being in this life has their own 'circle' that they must stay true to. Patience is the binding glue that allows each circle to connect and stay in touch with one another. As the old saying goes, 'the family that prays together, stays together!'
Love!
Unbinding, unfettered, and unwavering! Love; even and most importantly through the ~ worst ~ of times is another building block that will teach the child that no matter what happens in this world; if the CORE is based upon love.....then life in and of it's own...is going to make it! We all have moments when frustration and anger seem to overwhelm us... 'heavy traffic at rush hour is a good example ..LOL'
if the CORE is there...then those head bashing moments too; will eventually slip away...and all that will be left; again, is those first few precious moments.....when you saw your little one look up into your eyes....and SMILE!
By the Seat of your Pants Learning!
No one has 'all' the answers in raising children. Oh, sure mom or dad or grandma or grandpa have lots and lots of suggestions...some good, some you're not to sure you'd even use on the family pet!...but when it comes down to the 'meat of the matter'...Seat of your pants Learning is the best teacher there is. For no one knows what you are experiencing at that moment; only you!...If we learn from our past, learn from our own childhood, and learn MOSTLY to adapt to this ever changing world.....we WILL be able to raise our children with the fundemental knowledge that.... he/she is going to turn out to be ~ a pretty good egg ~ after all!
Making Time!
As we all contemplate the coming of a child in our lives; we then start thinking to ourselves...when will i have time for all that's involved with child rearing...the feedings, the doctor appointments, the school functions, the ....the list goes on and on. But these are decisions that you are not alone on. For every couple since the dawn of time with Adam and Eve felt and struggled with these overwhelming preponderances. 'How can i take jr to the baseball thing and yet still make that meeting that i HAVE to be at....what about 'dolly's rehearsal, i can't make it luv; what's your schedule like? In the realm of children; we as adults must make choices. But those choices should be always based upon what is best for the child. For the life you lead, will always be reflected in your child's eyes. As in the song Cat's Cradle...i found myself so busy i never had time...but when i did..my child learned from me..and then he never found time for me....
Choices we make today; will foretell the choices of tomorrow!
make time for the children! In the long end of it, the choice to ~ make time ~ will come back to you 100 fold!
All in all; when faced with the decision of 'should we have children' or ??
when balancing all the good and bad and in between;....one must balance it all
against that first smile and those three whispered words
that will tug at each ONE of our heart strings......

Candles of Hope for LaQuanta
Candles of Hope for LaQuanta
December 7th, 2007 will mark 4 years since the family of then 19 year-old
LaQuanta Riley saw or spoke to her.
LaQuanta disappeared from Montgomery, AL, and was last seen by relatives at
approximately 11:30pm getting into a green car, either a Taurus or Caprice.
She was wearing a yellow and green Ecko shirt, stone-washed blue jeans, and
green and yellow Reebok tennis shoes. There are no leads in LaQuanta's case
and the family clings to the hope that someday she will be found.
To honor and remember LaQuanta, her family will be hosting a vigil of hope
for LaQuanta. The vigil will be held on 5:30pm on December 7th, 2007 at the
Hayneville Road Community Center, 3315 Hayneville Road, Montgomery, AL
36108. The public is invited to attend.
At the vigil of hope, LaQuanta's family and friends will place candles, one
per week since LaQuanta's disappearance, for a total of 208 candles. Her
family is a simple one, and LaQuanta's case never generated much interest
with the media or the public, so Project Jason is asking for your help.
To show this grieving, but yet hopeful family that we do care, we are asking
for you to help the family reach their goal of acquiring 208 candles for use
at the vigil, with at least one from each state in the US.
Would you consider purchasing a candle to send to the family? If everyone
helps, it should be easy to reach our goal.
If you'd like to help, here's all you'd need to do:

the sides or out the bottom while lit. Attach a message of hope for

ATLANTA – Kilpatrick Stockton and the National Center for Missing & Exploited Children (NCMEC) have partnered to create the first comprehensive training manual for international child abduction cases under the Hague Convention. The manual is designed to help attorneys navigate the legal system to effectively return a child to his or her home country or to provide the left-behind parent with access to the child.
Kilpatrick Stockton’s Litigation Partner Lee Mann and Litigation Associate Chad Theriot were instrumental in creating the training manual along with the NCMEC’s Susan Rohol and Yiota Souras.
“While there are many similarities between Hague Convention cases and typical civil litigation, there also are many nuances associated with Hague cases,” said Rohol, director of the NCMEC International Missing Children’s Division. “We know in the past, without this comprehensive guide, some attorneys would shy away from these often complicated cases. This manual will provide attorneys with a general understanding of Hague Convention cases and how best to steer them through the court system.”
NCMEC handles an average of 1,800 international family abduction cases each year, as well as hundreds of abduction prevention and abduction-in-progress matters. Kilpatrick Stockton has provided representation in 26 of these cases resulting in the return of 13 children to Argentina, Australia, Canada, Chile, Germany, Mexico and Panama and the settlement of other access cases. In all, the firm has contributed a total of over $1.5 million and 5,444 pro bono hours to this project since 2001.
The National Center for Missing & Exploited Children works under the terms of a trilateral cooperative agreement with the U.S. Departments of State and Justice to manage cases of international child abductions. Under the terms of this agreement, NCMEC is strategically positioned to serve as a liaison to help return children to their home countries or to assist left-behind parents gain access to their children.
“As we developed expertise in these cases and created a bank of resources internally, we realized that we had the opportunity to provide a service to the National Center and the lawyers around the country who handle these cases,“ said Kilpatrick Stockton Pro Bono Partner Debbie Segal. “We have learned a great deal in the process and hope that this will make a difference in the lives of thousands of families around the world.”

When members of Congress set aside partisanship and came together to pass the Adam Walsh Child Protection and Safety Act last year, they stood up for the safety of our kids. One of the big things that helped them overcome their political differences was the pressure that you put on them. By the thousands, you let your representatives in Washington know how important it is to you that we have a solid, national sex offender registry in place, one that can be enforced so that law enforcement—and all of us—can keep track of the creeps who might prey on children.
I’ve talked before about the wonderful, bittersweet day last July that President Bush signed the Adam Walsh Act into law in the Rose Garden at the White House. It was the 25th anniversary of my son’s abduction and murder, and I knew the law we’d all fought so hard to get passed was going to help make sure other families wouldn’t have to live through what mine has. But the battle is far from over. And once again, I’m asking you to let your representatives know how you feel.
Although the Adam Walsh Act was passed and signed into law, Congress has yet to approve the funding to implement it. I know that when it comes to the budget, there are always tough decisions to make. But as long as there are predators out there targeting innocent children and destroying lives, this decision ought to be an easy one. Without the full funding that the Senate Commerce, Justice and Science Appropriations Committee recommends, the Adam Walsh Act is just a good idea.
There are people on Capitol Hill fighting the good fight for us, and I believe that anyone who steps up to the plate when it comes to protecting our children ought to be recognized. So it’s my pleasure to offer my thanks and praise to Senator Barbara Mikulski and Senator Richard Shelby. They’re working hard to add this critical funding to the federal budget. Senators Mikulski and Shelby were the first lawmakers to stand with me and call on Congress to provide the money that will make the difference in protecting kids from the predators who slip through the cracks. Under the law named for my son, sex offenders who fail to register are committing a federal crime. With the leadership of Senators Mikulski and Shelby in the Senate and Representatives Alan Mollohan and Rodney Frelinghuysen in the House, the U.S. Marshals Service will have the funding it needs to hunt down the lowlifes who think they can beat the system, making sure that they face justice—and are kept away from our children.
Please join me in calling on Congress to come together again to approve the appropriations bill that lets the Adam Walsh Act do what it’s intended to do. You made your voices heard in Washington and helped get this important law passed, and I can’t thank you enough. Now, let’s make sure Congress knows we’re still watching. Let your representatives know that nothing is more important than the safety of our children, and ask them to support full funding for the Adam Walsh Act.

Debbie Culberson and Todd Matthews of the Doe Network are currently in Washington DC supporting a new program that is designed to help possibly bring closure to many families to continue to wait for answers for their missing loved ones. The program is designed to match unidentified human remains with a database of entries submitted. This is very important and very much needed across the world. I'm very proud of this program and the fact that Debbie Culberson, Todd Matthews and others have stepped forward to help create this system to help the hundreds of families who could quite possibly have an answer now if this system was already in place. Dealing with the death of someone we love is extremely painful and we find out quickly that most people do not feel comfortable with talking with those that have just experienced a loss. Part of that reason I believe is that it makes people get in touch with their own mortality. It is also a lot harder to deal with grief when it involves sudden, unexpected death.
Of course, if it is an older person the blow will be softened somewhat because we can rationalize it better and say that they lived to be an older adult and after all death is expected when one is older.
But what are some things that can help us through some of these depressing times when we have lost that special someone.
I heard a good example a few years ago that we need to allow folks to peel off layers of grief like we are peeling an onion. It is going to be a slow process and we are told that the usual time period in dealing with grief is roughly two years give or take some months.
It absolutely helps when we are able to talk about the person that has died. Sometimes people will need a therapist or other professional to help with this process when there is more complicated grief issues, but it is my feeling that under normal circumstances we have a God given way of dealing with grief and can do this without outside help most of the time.
Some things that help besides talking to people about that loved one are: looking at pictures of the person deceased, remembering the happy times and usually there were many, thinking of things that you did with them, visiting the grave site as many times as you feel like you would like to and talking to them there and sharing what you feel like you missed saying to them, writing a letter to the deceased if there were things that you felt like you didn’t get to say to them before they died, visiting places that you went with that person, touching items that you have that might have been given to you by the deceased, and calling that person by their name when you are telling someone about them.
Also, a great healer is laugher and I am convinced that if we can think of some funny things that we experienced with that person that this will help.
It is okay to get in touch with negative things that happened between us and the deceased. This is part of the overall process to work through grief.
The funeral is extremely important in the grief process. It is healthy if one feels they can do it to help plan the service. It is recommended that spending some private time with that special person that has died is good.
Also, spending time with family members and the deceased helps. These suggestions are just a few of the things that can be of assistance to anyone that has lost a loved one.
Also, we need to cry. Crying is so important. When I hear people that have loss a loved tell me that they can’t cry, I feel someway that this is shutting the door on grief. Of course there are reasons sometimes why people can’t cry. We do know that crying is cleansing and healthy for us.
As we know there are stages that we go through when we grieve. The first one is shock or disbelief that we have loss someone and this is usually even stronger when it is a younger person that we’ve lost and it has been sudden. We are told that this period will usually last for about 3 weeks. This is the natural way that we deal with death. Our brain has a built in mechanism to protect us from going crazy. This is why we refuse to believe that this person has left us. We need time to accept this.
The second stage is reality. We wake up and realize that we will never see this person again on this earth. Here we experience a terrible lonely, blue, sad feeling. This usually occurs after the funeral. This stage can take more time.
The third stage is the reaction one. You start displaying anger. Anger is the natural feeling you have to any hurt. Some people in this stage may feel you are getting worse but actually you are getting better. Ministers and doctors many times get the brunt of this anger. Why couldn’t the doctor do something to save this person? We feel many times the minister should have been able to intervene directly with God.
The fourth and final stage is the recovery stage. People do get better and they do recover. It is not that we get over missing this loved one. We just learn to cope with the loss of that person and live in the world without them. It’s is not that we get to the point where we do not miss them and think about them. We accept the fact that they are not with us any more and realize that we are still alive and we will live in this world without them.
It is possible to get hung up in any one stage and sometimes it might take professional help to move through them.It helps tremendously, I believe if we have a strong spiritual side. Then we can have the assurance that we will see this person again one day when we die.
Death is hard to handle but we need to remember that we will get through the depression and yes it will be hard, but God will take us through it.
There is a lot of information on this topic out there. For anyone reading this today that needs help in this area, find someone to talk to. If you have a good friend, minister, therapist, or another person seek them out and ask if you can borrow their ears.
And for the person that is sought out, remember this. Many times all this person needs is to be heard. They need someone with compassion to let them talk. For those that say I don't know what to say to that person that has loss a loved one. Just say I love you, I care, or I am so sorry. Nothing else needs to be said.

New System Will Help Bring Answers to Families of the Missing
WASHINGTON - Assistant Attorney General Regina B. Schofield of the Department of Justice's Office of Justice Programs (OJP) today joined nationally renowned medical examiners and other prominent speakers in exhibiting a new national database for matching unidentified human remains with records of missing persons.
"Thousands of people, children and adults, vanish under suspicious circumstances every year," said Assistant Attorney General Schofield. "The remains of thousands more sit in coroners' and medical examiners' offices waiting to be identified. This new Internet-based tool will enable investigators, forensics professionals, and the public to cross-reference these records and bring answers to families of the missing."
The database showcased today is the foundation of the National Missing and Unidentified Persons System (NamUs) announced by the Justice Department on July 2, 2007. NamUs will address two of the Department's priorities: assisting investigators in solving missing persons cases and helping medical examiners and coroners identify human remains. The NamUs database, which is viewable at http://www.namus.gov, was developed by the National Institute of Justice (NIJ), OJP's research, development, and evaluation component. Ultimately, medical examiners, coroners, law enforcement officials, forensic professionals, and the public will be able to use the database to search and match missing persons records and information about unidentified human remains. Today's meeting at the National Press Club began an OJP outreach effort to solicit the participation of medical examiners and coroners across the United States and inform the public about the resources available through the system.
More than 100,000 missing persons are listed in the FBI's National Crime Information Center, a computerized index of criminal justice information from local, state, and federal law enforcement agencies. Almost half of these individuals have had no known contact for over a year. A recent report from OJP's Bureau of Justice Statistics found that, on average, some 4,400 unidentified human bodies are received in medical examiners' and coroners' offices each year and about 1,000 remain unidentified after one year. In establishing a central reporting system for unidentified remains, NamUs enhances the potential of investigators to solve cases by matching those remains with missing persons records.
The creation of NamUs is part of a major effort by the Department of Justice that began shortly after the September 11, 2001 attacks on the World Trade Center. The recovery effort, and NIJ's work to assist the New York City Medical Examiner's Office in identifying the victims, underscored an ongoing problem in matching missing persons with human remains. In April 2005, NIJ convened a summit of law enforcement officials, medical examiners, coroners, forensic scientists, policymakers, victim advocates, and families of the missing. As a result of the summit, the Department created a National Missing Persons Task Force, which recommended improved access to information about these cases through a national database. The work of the task force complements the President's DNA Initiative, under which the Department is supporting the use of DNA evidence to identify missing persons. The new NamUs database serves as a repository for information such as height, weight, tattoos, scars, and clothing, all of which, like DNA, can be vital to the identification of remains.
"Solving these difficult cases depends on the ability of professionals to access information about physical characteristics," said Assistant Attorney General Schofield. "I hope that medical examiners and coroners across the country will work with us to use the NamUs database to its fullest potential."
Joining Assistant Attorney General Schofield were David Hagy, Acting Principal Deputy Director of NIJ; Jan C. Garavaglia, M.D., Chief Medical Examiner for Orange and Osceola Counties in Florida and host of the Discovery Health Channel's "Dr. G: Medical Examiner;" Randy Hanzlick, M.D., Medical Examiner for Fulton County, Georgia; and Debbie Culberson, a victim advocate from Blanchester, Ohio and mother of Carrie Culberson, who was murdered 11 years ago and whose body has never been found.

Debbie Culberson and Todd Matthews of the Doe Network are currently in Washington DC supporting a new program that is designed to help possibly bring closure to many families to continue to wait for answers for their missing loved ones. The program is designed to match unidentified human remains with a database of entries submitted. This is very important and very much needed across the world. I'm very proud of this program and the fact that Debbie Culberson, Todd Matthews and others have stepped forward to help create this system to help the hundreds of families who could quite possibly have an answer now if this system was already in place. As creator and host of Dream Talk I (Kevin) have decided to add a some more new/future Dream Talk episodes concerning the missing and abducted.
As you may or may not know I live in Leesburg, Florida. Less than a mile from me a little toddler named Trenton Ducket gained national attention when he went missing and his mother later commited suicide after her interview with a well known media spoke person on CNN.
Awhile back I also dedicated an episode of my listeners program, Dream Talk, to ALL of the families and friends of the missing and abducted persons out there.
Dream Talk is about people and possible solutions according to dreams and dream research. Epsiode #3 of Dream Talk was about all of the missing and abducted persons and thier families and friends.
Help keep the much needed awareness of the missing and abducted children and people alive by telling everyone about this recent episode of Dream Talk.
In the future Dream Talk will have other guests concerning this issue. As dreams are a reality to us all then so are all of the missing and abducted in the world today.

The International Squeaky Wheel Tour 2007 for the missing is fast approaching. This year we expect to have over 300 events in all 50 states and 12 countries. The Tour is from Oct 17- Nov 4, 2007. The tour consists of 100's of artists profiling over 300 missing in over 300 events. We hope to gain a lot of attention all over the world for our missing loved ones. It is a grassroots community effort between artists, nonprofit organizations, families of the missing and all forms of media to bring one home.
To have your missing loved one featured on our site and to have a chance to be part of future GINA Sessions Web casts, GINA Concerts and currently SWT please email us the following info. A valid police report is required in order to be added to our data base.Some of your loved ones may already be in our data base, but we still need you to fill out the info. We need to have your contact information to coordinate with you for the event your loved one will be profiled in and press interviews.
Additionally, this year during SWT my band Clementine will be touring the US, web casting and taping a TV Series called FINDing Gina. I hope that many of you will be able to meet up with Clementine at these select events so we can profile your loved ones in those events as well. We will send you our itinerary. 19 different locations circling the US will be within driving distance of most of your hometowns.

Healing Harbor is a free service provided to families of the missing by nonprofit organization Project Jason and Duane Bowers, LPC.
Families of the missing suffer a unique tragedy, one with which many professional counselors do not have the training or experience to be able to properly service their clients. In addition, many families do not have the financial means to seek professional counseling. Duane is one of the nation’s most qualified counselors in regards to issues faced by these families, and we are honored to have him with us to answer your questions.
Healing Harbor can provide answers and assistance on a variety of emotional issues that effect family members of missing persons. This assistance may provide the boost needed for that family member to deal with and adapt to the situation without seeking counseling. (Please keep in mind that Healing Harbor should not be viewed as a substitute for individual, private counseling if needed.)
Families of the missing who elect to participate in Healing Harbor are invited to post their question to Duane in our private forum area. These questions may cover any topic of interest in respect to emotional issues that relate to having a missing person in their life.

I would recommend faxing out a letter directly to Feinstein’s office and to
your Senators and Representative requesting that they write a letter on your
behalf addressed to Feinstein supporting the Bill and request that Feinstein
sponsor the Bill. This should be done as soon as possible. F.Y.I. Faxing
is preferred the mail is too slow, because it takes too long to clear

Dear Senator Feinstein:
I am a ________ of ___ abducted children being held in _____. After years of the federal government failing to do anything to take appropriate action, I am respectfully asking you to sponsor the proposed legislation known the PARENT Act (Parental Abduction Recovery Education and Network Training Act).
I’ve spoken to many parents who were ignored by the U.S. State Department’s Office of Children's Issues and the U.S. Department of Justice’s Child Exploitation and Obscenity Section (CEOS). It is horrible to see these two offices handle international child abduction cases with such incompetence. There must be a better way for the federal government to stop this crime that affects tens of thousands of American children each year.
The PARENT Act would transfer the responsibilities and funding regarding international child abduction prevention from Office of Children's Issues to a new office in the U.S. Justice Department’s Criminal Division called the Child Abduction, Recovery and Education section. This proposed unit would focus only on interstate and international child abduction cases because the Child Exploitation and Obscenity Section has no one in their office with any experience to stop this crime that’s recognized as a federal violation under 18 USC §1204 or the International Parental Kidnapping Crime Act (IPKCA). I was recently informed that a senior official from the National Center for Missing and Exploited Children stated, “CEOS does not have anyone assigned to handle IPKCA cases, which makes IPKCA matters even more difficult.”
Will you please sponsor this legislation so American children will not become victims to parental abduction and left-behind parents can possible reunite with their kids that disappeared years ago.

I’ve spoken to many parents who were ignored by the U.S. State Department’s Office of Children's Issues and the U.S. Department of Justice’s Child Exploitation and Obscenity Section (CEOS). It is horrible to see these two offices handle international child abduction cases with such incompetence. There must be a better way for the federal government to stop this crime that affects tens of thousands of American children each year.
The PARENT Act would transfer the responsibilities and funding regarding international child abduction prevention from Office of Children's Issues to a new office in the U.S. Justice Department’s Criminal Division called the Child Abduction, Recovery and Education section. This proposed unit would focus only on interstate and international child abduction cases because the Child Exploitation and Obscenity Section has no one in their office with any experience to stop this crime that’s recognized as a federal violation under 18 USC §1204 or the International Parental Kidnapping Crime Act (IPKCA). I was recently informed that a senior official from the National Center for Missing and Exploited Children stated, “CEOS does not have anyone assigned to handle IPKCA cases, which makes IPKCA matters even more difficult.”
Will you please sponsor this legislation so American children will not become victims to parental abduction and left-behind parents can possible reunite with their kids that disappeared years ago.

WASHINGTON -- The Department of Justice today announced the launch of the National Missing and Unidentified Persons Initiative (NamUs) to provide the nation's medical examiners, coroners, victim advocates, law enforcement agencies and the general public with the ability to simultaneously search the records of missing persons and unidentified human remains in an effort to solve cases.
"Attorney General Alberto Gonzales has emphasized the importance of providing families and law enforcement with the important information that is often critical to solving missing person and unidentified dead cases," said Assistant Attorney General Regina B. Schofield, Assistant Attorney General for the Office of Justice Programs (OJP). "OJP is proud to lead in addressing this critical problem and fulfilling the request of the Attorney General to improve this nation's ability to identify the missing and put names to the unidentified dead."
Developed by the National Institute of Justice; OJP's research, development, and evaluation component, NamUs provides a national database for unidentified remains for the use of medical examiners and coroners. Ultimately, NamUs will link records from the unidentified remains database with missing persons records through a search and matching tool. NamUs will also serve as a national repository for information on unidentified remains, and missing persons and the resources from around the country. It will be designed to facilitate the work of the diverse community of individuals and organizations who investigate missing and unidentified persons. The NamUs Web site is located at www.namus.gov. The vast majority of unidentified remains cases are currently inaccessible for law enforcement investigative purposes, and are not available to the general public. NamUs will provide an additional tool for law enforcement; and access for medical examiners, coroners, missing person clearinghouses, and the public to track and solve these cases.
The creation of NamUs was motivated by an overwhelming need for a central reporting system for unidentified remains cases. Once complete, NamUs will provide access nationally to clearinghouse capabilities for reporting, locating and matching missing persons records to unidentified remains records. NamUs will use matching formulas that continuously search for similarities between missing person and unidentified person records. Individuals will be able to search the NamUs database using characteristics such as demographics, anthropologic assessments, dental information and distinct body features.
The Office of Justice Programs, headed by Assistant Attorney General Regina B. Schofield, provides federal leadership in developing the nation's capacity to prevent and control crime, administer justice and assist victims. OJP has five component bureaus: the Bureau of Justice Assistance; the Bureau of Justice Statistics; the National Institute of Justice; the Office of Juvenile Justice and Delinquency Prevention; and the Office for Victims of Crime. Additionally, OJP has two program offices: the Community Capacity Development Office, which incorporates the Weed and Seed strategy, and the Sex Offender Sentencing, Monitoring, Apprehending, Registering and Tracking Office (SMART). Police released a composite sketch of the person Kopetsky was spotted with in Louisburg. He has been described as a white man about 19 years old, standing about 5-foot-8 and 130 pounds. He has medium brown hair and brown eyes.

LAWRENCEVILLE - Members of the Lilburn Police Department knew Leslie Adams before she became a missing persons case more than a year ago.
As such, they keep in close contact with her relatives, Sgt. Tyler Thomas said. And members of the department keep an eye out for any findings that may help them bring closure to her family.
When the Franklin County Sheriff's Office found bones that belonged to a middle-aged woman on Mother's Day, members of the Lilburn Police Department called the county on the South Carolina border to see if the remains could be Adams'.
"I think we owe it to the family to check anything out we can," Thomas said. "We always keep our eyes out there."
It could be eight months before DNA tests confirm whether the woman found in a swampy area two miles west of Interstate 85 is the 40-year-old hairdresser who disappeared in October 2005. But Thomas and John Heinen, a special agent in charge of the case for the Georgia Bureau of Investigation, said there are a number of similarities between the descriptions.
Heinen said investigators found a breast implant at the scene off Ga. Highway 320 in Carnesville. Adams had breast implants, but the one found did not appear to have a serial number as some later implants do. The GBI will check with the manufacturer of the implant and the doctor who performed the surgery to see if it could be the same type, Heinen said.
Also found at the scene was a pair of size eight black Reebok classic hi-top tennis shoes, a medium dark-colored sweater, a pair of size 10 capris and white athletic socks with gray toes.
Thomas said the clothes are consistent with what Adams, who was reported missing Oct. 25, might have been wearing considering the fall weather.
A forensic anthropologist with the GBI said the remains have been at the site fewer than three years. He identified the woman as between 30 and 50 years old.
Heinen said the cause of death for the woman who was found has not yet been determined. Her skull has not been recovered, he said.
Steve Thomas, the Franklin County sheriff, said he vaguely remembered hearing about the Adams case. While the county sees a couple of murders a year, there's never been anything like this, he said.
Tyler Thomas said Gwinnett County's investigation into Adams' disappearance continues. In 2005, investigators found a Winchester .45 shell casing and blood spatter at the foot of her bed at her Jodeco Road apartment.
Adams, who was a single mother of two teenagers, had a temporary protective order against her estranged boyfriend, Billy Joe Cook. Cook was jailed on two counts of aggravated stalking in March of last year. He was not considered a suspect in her disappearance.

Information: My name is Monica Caison and I finally got the case that "if solved" would be my life's full circle. This woman, Melinda was the older sister of two teens I lived across the street from and was close friends with, when I was a teenager.
I speak of this case often to those who know me, as this was one of the families I was exposed to that suffered a missing person in my life. The case is so old and so cold and I need everyone's help to check doe files because I believe she might have already been found.
There is a lot to be done and I have met with all concerned. I will also attempt to make a visit to all the players in the case as I grew up in this neighborhood and someone knows something. After reading the case file I believe I already have an idea of some goals here.
It has taken me years for me to persuade people to get hold of this case, I am excited to go back to my roots and help the ones who have know me almost all of my life.

Day 55: Vigil As Reporter Backs Up Claim

A vigil for Madeleine McCann will be held at Ireland's holiest shrine, as a Spanish investigator prepares to hand over evidence about her alleged abductor.
Alleged sighting of girl on yacht
It is now 55 days since the four-year-old disappeared from a holiday apartment in a Portuguese seaside resort.
Hundreds of well-wishers in Ireland have been sending messages of support to the girl's parents Gerry and Kate McCann, including many from Knock Shrine.
Madeleine's maternal grandparents Sue and Brian Healy, from Liverpool, asked for the service at the church in County Mayo. It will run from 8pm until midnight on Friday.
Spanish investigator Antonio Toscano has insisted the four-year-old was abducted by a French sex offender, as part of a Europe-wide paedophile network.
He is set to hand over his evidence to police in Portugal this afternoon.
Meanwhile, a girl resembling Madeleine was reportedly spotted being taken aboard the yacht of an Arab family in Malta, the Daily Express said.
Police have been trying to find the boat.
A Portuguese official told the paper: "It is a distinct possibility that Madeleine has been held captive on a vessel like the one seen in Malta, so we are very keen to track this boat very quickly".
There have been a total of 29 alleged sightings of Madeleine on the island so far.
But officers have investigated reports of sightings across the world and none of them have been proven to be Madeleine.

The last time Michael Keith Moore surfaced in public, he was expected to
admit to kidnapping and killing Rachel Cooke, whose 2002 disappearance
still haunts her family and Williamson County.
But Moore, serving life sentences for a 2003 murder, pleaded not guilty
in November in the Cooke case — reneging on a deal with prosecutors and
dragging the Cooke family through another round of bitter disappointment.
Now Moore, in his first prison interview since that surprise plea, said
he was telling the truth when he pleaded not guilty. He claims he duped
investigators because he was getting special treatment in prison,
including extra visits with his ex-wife and having prison infractions
wiped off his record, as long as he cooperated.
Investigators, calling Moore a born manipulator, aren't buying his story.
Cooke's father isn't sure what to think.
"It's kind of hard to tell with this guy. He's probably a compulsive
liar. He's a predator, and that's part of the way he goes after people
is to lie," Robert Cooke said. "He's definitely a suspect, and they have
to look closely at him. But based on his history, how much of what he
says can you believe?
"I'm hoping somehow we can piece all this together. Either get more
evidence on him, or else omit him," Robert Cooke said.
Shortly after his not guilty plea, Moore scheduled — then canceled —
interviews with several TV and newspaper reporters. The
American-Statesman published a profile of Moore in December that
characterized him as a narcissist who craves attention and who believes
his intelligence allows him to toy with, and outwit, investigators.
Moore, who has spent most of his adult life in prison, took exception to
that article in a January letter to the newspaper, but fell silent when
invited to give his version of events.
Since January, no investigators have interviewed Moore in prison, and
after four months without contact, Moore sent a letter to the Statesman
in mid-May offering to talk. "Earlier the better for me," he wrote. "I
will not cancel out this time."
Sitting behind the bullet-proof glass in the visitors lounge of the
Hughes Unit in Gatesville, with his thick forearms heavily tattooed,
Moore was wary at first and asked if the reporter was acting on behalf
of the FBI or Williamson County District Attorney John Bradley.
He warmed to the task of describing how investigators should have seen
the holes in his story about kidnapping Cooke, who was 19 when she
disappeared. And he apologized to the Cooke family for promising closure
in the case and then failing to deliver.
"I can imagine them thinking their daughter, their loved one, just
disappeared again right there in that court. That's what I feel so bad
about," said Moore, 31.
For Robert Cooke, the apology rings hollow: "That's the part I don't
believe. I don't think he cares."
Moore insists that he got caught up in a game with investigators,
especially Fred Rhea with the FBI's violent crimes task force. Rhea was
the one who brought up Rachel Cooke, Moore said, and he played along,
right up to his confession.
"I already went so far, I guess you could say I made my bed, so I had to
lie in it," Moore said. "I guess you could say I was basically being an
(expletive), thinking about what benefits I could get from this guy
coming to see me, this FBI guy."
Changing his story
Moore told investigators that he was driving around Georgetown on the
morning of Jan. 10, 2002, in search of businesses or homes to break
into. He said he drove past Cooke, who was jogging. He pulled over and
parked, he said, and then ran a short distance in front of his truck
before turning around. Pretending to be out jogging, Moore said, he
timed his run so he and Cooke would meet at his truck, where he hit her
in the head with a hammer.
He told investigators he drove her to another location and raped her,
hid her body in the truck's large toolbox, and then drove to Matagorda
Bay to hide the body.
He changed his plea in court, Moore said, because he didn't want to help
"somebody get away with murder."
Bradley, the district attorney, scoffs at that notion.
"I would note that Michael Keith Moore is serving four life sentences,
is a psychopathic killer, a proven pathological liar, and has repeatedly
used the media to manipulate his circumstances. It would appear to me
that he's attempting to manipulate the media once again," Bradley said.
Before his February 2006 trial in the murder of Christina Moore, no
relation, Michael Moore made several calls to KVUE-TV, saying he was
innocent but knew who had killed the Round Rock woman. He declined to
reveal names for fear that his wife would be killed, KVUE reported.
In fact, Moore slit Christina Moore's throat as she kneeled in her
bedroom closet on Sept. 23, 2003. She was 35 and three months pregnant.
Prosecutors sought a capital murder verdict, and possible death
sentence, but jurors declined — finding Moore guilty of murder,
aggravated robbery and aggravated kidnapping.
Before his sentence could be imposed, Moore pleaded guilty and received
concurrent life sentences.
Investigators, stumped for years by Cooke's disappearance, approached
Moore last year in the belief that somebody who had killed once might
have killed before.
Moore's confession was the product of repeated meetings, including a
supervised visit to Matagorda Bay, where Moore said he pointed out the
cove where he threw Cooke's body, covered in a tarp and weighed down by
rocks.
Searches revealed no sign of her body.
Speaking this week from prison, Moore said he lied about the cove,
choosing a secluded spot after being driven around the bay for several
hours.
He also said his confession about Cooke's disappearance should have
raised questions, such as:
How could he have feigned jogging in street clothes?
Wouldn't a hammer-carrying jogger, or one running with one arm behind
his back, raise suspicions?
If Moore was casing businesses for a break-in, wouldn't they have been
open by the time Cooke disappeared, estimated to be after 9:15 a.m.?
Moore also said he gave away the large metal toolbox, which he had
claimed was used to hide Cooke's body, two months before Cooke's
disappearance.
Finally, he said, he was so muscular after lifting weights before his
2000 release from prison, "I wouldn't need a hammer. That's something
(investigators) would know."
Bradley declined to discuss an ongoing investigation.
"We're going to behave professionally and not have a public debate about
Michael Moore," Bradley said.
"We are going to continue to collect evidence in hopes that someday we
can prosecute him for the death of Rachel Cooke."
Rachel's Cooke's father said he merely hopes for some finality.
"We just don't know. We've got (Moore) out there, but I don't think we
should 100 percent focus on him, based on the lies that he's told in the
past," Robert Cooke said.
"It's hard for me to know what part of that story is true right now."
