Washington, D.C.—Lamar Associates, a Washington, D.C.-based law enforcement consulting firm, has today announced the launch of "Missing From the Circle," a non-profit initiative to trace missing or unidentified American Indians and reunite them with their families and communities.

"We are proud to be a part of such an important effort in which we hope to bring closure to these tragic cases," said Walter Lamar, president and CEO of Lamar Associates. "For decades, Indian people from every part of the United States have been murdered or disappeared without justice or resolution and we are committed to shedding light on an area of law enforcement that has been overlooked for far too long."

The U.S. Commission on Civil Rights has previously reported that American Indians have the highest per capita homicide rates of any racial group in the country. Many Indian people have disappeared without a trace and their cases have gone cold because of the lack of adequate resources on Indian lands to properly investigate.

Kent Jacobs, a 42-year-old adult male from the Lumbee Tribe of North Carolina, has been missing since March 10, 2002. Jacobs has mental retardation and requires medication. Last seen in the Colonial Heights area of Hope Mills, North Carolina, he is physically 42-years-old but has the mental capacity of a 9 year old. He is the first case to be featured on the website.
Mr. Lamar met Kent Jacobs’ sister in Seattle, WA through a mutual friend and heard of her brother Kent’s story and decided to launch “Missing from the Circle” featuring Kent’s case.


“I am so enthusiastic about Missing From the Circle because it will bring much needed attention to people who are not mainstream stories," said Jackie Jacobs, the missing man's sister. “Lamar Associates is performing a valuable service to Indian Country and we pray that this will help all families with missing loved ones bring them home."

Lamar Associates is offering Missing From the Circle as a free service in order to encourage participation from anyone who may have information. All information provided is private and confidential.

Walter Lamar has over 20 years experience In Law Enforcement and security experience. Mr. Lamar is only one of two agents in the history of the FBI to be awarded the prestigious shield of Bravery. Radio Waves for Jason

As you all know, my son, Jason, has now been missing without a trace for 5 years and 8 months. There are no leads to follow up on, and we, at this time, depend on the general public to provide new leads to help us find our son. For those of you who have a missing loved one, you already know the struggle to find ways to get the word out, especially as time passes. You know that you must be creative in order to get the media to react and to be able to reach your target audience.



The purpose of my letter is to inform you of a new campaign which has the goal of creating awareness for Jason, targeting every radio station in the country. I am looking to amass a team of volunteers to email each radio station Jason’s story (already prepared for you) and link to more information, photos, and a poster. If you are familiar with his story, you know that Jason was once a D.J. for a local community college. It was something he enjoyed and he became very popular in the local area. He had some financial setbacks, and had to leave school and the D.J. internship. We, his immediate family, feel that if he is still alive, it’s very possible that he is working for a radio station, thus, our campaign, Radio Waves for Jason. (We will make “waves” in the radio industry looking for him.)



If you are either a family member with a missing loved one, or one of our peers in the missing person cause, this email is merely to inform you of our campaign. You often ask about Jason, so we’re letting you know what we’re doing. We wouldn’t ask you to become involved as we understand you are very busy with your work or seeking your own missing loved one. This campaign might even give you an idea for one of your own, which is another good reason to share it with you.



If you are a friend, family member, or a friend of Project Jason, and feel you would have the time and commitment to help, we would be happy to have you assist. As mentioned earlier, you would be given a prepared statement with links to email radio stations in a set area. I estimate that it will take 3-5 minutes to email each radio station. Even if you can only email a few locations, each effort will help us reach our goal.

Missing Wilmington Woman’s Family Celebrates her Birthday Today
Woman Missing 215 Days – Still No Word

Wilmington, NC. – Allison Jackson Foy encountered three Raleigh - Durham women visiting the Wilmington area and they might have been the last people to have seen her before she vanished; “said, Monica Caison, CUE’s Founder”; and no one has seen her since, she added.

A reward of $3,000 in addition to the crime stoppers reward, Wilmington offers remains in place. The reward is offered to any person that can provide the direct location of Allison’s whereabouts and tipsters can remain anonymous.

Allison Foy was last seen at the Junction Billiards Sports Bar located at 5216 Carolina Beach Road in Wilmington, NC; days later the vehicle Allison was driving was located in the parking of the billiard pub.

Today, March 2nd will be an emotional day as we continue to hold out hope she will make contact. My mother’s anniversary of her death has past as well as all the holidays and still no word; this is not Allison, she always would call. In simply words it is killing my family and all who love her, ‘said Lisa Valentino”, sister of Allison.

At this point we cannot rule anything out; we search for Allison in the woods and possibly living somewhere else. Until we know what has happened to Allison we will continue to work both avenues, hoping the later will be how we find her, “said Monica Caison”.

She was wearing a pair of Levi cut-off shorts, a pink knit halter that tied in the front, an unbleached muslin blouse, and a pair of wedge-heeled sandals, lavender, pink, and purple. She was wearing three sterling silver rings described as Indian or Mexican costume jewelry. One was a band with red, white, and blue stones, one was an oblong black stone with three green flecks, and one was feather scroll with a rust and green stone.

Very elaborate dental work with crowns and bridges. Crown on left front tooth, acrylic or porcelain. Fillings in most of upper teeth and has some missing teeth in top and bottom but noticeable in top back left. He is missing his wisdom teeth on the bottom in the back.

He was wearing faded Levi blue jeans, a red T-shirt with "COOR'S America's fine light beer" on the front and "Camel Challenger GT Sebring 75" on the rear. A Bulova Accutron yellow gold watch, serial number H918803 was on his left arm and a grey linde star ring in a 14 K yellow-gold mounting with the initials J.P.F. engraved inside the band was on his finger. Had Grants Truck Stop matches in his pocket.

WEINBERG’S ‘PATRICIA’S LAW' CLEARS SENATE LAW & PUBLIC SAFETY AND VETERANS’ AFFAIRS COMMITTEE

TRENTON – A measure sponsored by Senator Loretta Weinberg known as “Patricia’s Law,” which would work to help law enforcement personnel locate and safely return missing persons to their families was unanimously approved today by the Senate Law & Public Safety and Veterans’ Affairs Committee.

The legislation is named for Patricia Viola, a Bogota woman who disappeared from her kitchen in 2001. The case is considered high risk because Patricia takes medication to control her epilepsy. Patricia’s husband, Jim Viola, was present at today’s meeting, and he testified before the committee.

“I am in favor of ‘Patricia’s Law’ which is named after my wife, because I am hoping it will enhance missing persons reporting. I hope that the legislation would work to improve communication within families, to improve death scene investigations and, most importantly, to give priority to missing people who are high risk,” said Jim Viola.

“This legislation is about providing hope when a family member goes missing,” said Senator Weinberg, D-Bergen. “Hope is what helps keep families like the Violas going. Mr. Viola has been a tireless advocate for this legislation because he knows firsthand how it feels to lose a loved one; to not know whether or not they’re even ok. I believe that we owe it to families like the Violas to do everything we can to help them safely locate their missing family members in a timely, organized manner.”

Senator Weinberg’s bill, S-2255, would outline the best practices and protocols law enforcement should follow when handling missing person cases, identifying human remains and in providing timely information to the families on the status of investigations. The bill would also recognize some of the new technologies such as DNA testing which can help find or identify missing persons.

In high risk cases, law enforcement would be required to enter a missing persons report in to the National Crime Information Center database within two hours of the initial filing. All other missing persons cases would be investigated within 24 hours of their initial filing.

The proposed legislation reflects model missing persons legislation proposed by the National Criminal Justice Reference Service, a federally funded resource center created to support research, legislation and program development for criminal justice.

Assemblywoman Vainieri Huttle and Assemblyman Gordon M. Johnson, D-Englewood and Teaneck have sponsored identical legislation in the Assembly.

This bill now heads to the full Senate for approval.

Hawach Returns With Children to Canada

Sunday, 25 February 2007The Missing Children Society of Canada is confirming that former Saskatoon native Melissa Hawach is back from Lebanon, where she took back her kids.
Hawach, who now lives in Calgary, was granted legal custody of her 3-year-old and 6-year-old daughters by Canadian law makers.

Melissa claims her estranged husband took the children to Lebanon without her consent.

She made the trip to the country and took back her children. The Hawach's were in hiding in Lebanon since Christmas.

However, officials will not say where the trio is now, other then they're finally back in Canada.
